Multiple Reference Frame Based Scalable Video Coding for Low-delay Internet Transmission

In this paper, we propose a novel scalable video coding algorithm based on multiple reference frame method. To improve the coding efficinecy in both base layer and enhancement layer, double reference picture and double motion vector algorithms are employed for motion compensated prediction. Moreover, these two double reference picture and double motion vectot schemes can reduce drift problem, which can cause the loss of previous enhancement frame. And to achieve a real-time Internet communication, simple rate-distortion optimization method is introduced based on Annex T of the H.263+ standard. Experemental results show that the proposed algorithm yileds higher coding performance compared with H.263+, and effectively supresses the drift effect.
